President Position:

Bryon O'Neil


Bryon O’Neil has been a Sheriff’s Deputy with the Clackamas County Sheriff’s Office in Clackamas, Oregon since 2006. He has also been a certified Crash Reconstructionist since 2010 and has investigated more than 300 crashes with over 100 of those being fatal.  He has also diagramed more than 90 crime scenes, including 2 active shooter cases.  He is the lead Reconstructionist for the Clackamas County Crime Reconstruction and Forensic Technician (CRAFT) Team.  Bryon has used a FARO Laser Scanner to document scenes since April of 2014 and is a FARO Trainer.  He has presented at numerous conferences and has conducted experiments to verify the accuracy of scanner data.  Bryon has been a Beta Tester for new crash related software for the last three years.  Bryon has a Bachelor’s Degree in Criminal Justice from the University of Portland and an MBA in Marketing from the University of Portland.

Vice President Position:

Mike Russ

For 18 years Michael “Mike” Russ has worked as a crime scene investigator in California serving with both a municipal police department as well as a regional crime laboratory. He is an experienced instructor of multiple courses including Basic and Advanced CSI, Shooting Reconstruction, Bloodstain Pattern Analysis as well as being a FARO Certified Instructor. He is currently a Sheriff's Lead Crime Scene Specialist at the San Bernardino County Sheriff's Department in the Scientific Investigations Division (SID), an ISO 17025 Forensic Testing Laboratory that provides laboratory services to all law enforcement agencies in the county of San Bernardino. Mike has been a member of IAFSM since 2015, is the current Vice President and the technical leader for the NIJ’s Terrestrial LiDAR Scanning Working Group for Criminal Justice Applications.

Secretary Position:

Dave Foster

Dave Foster has served on the IAFSM Board of Directors, currently as Secretary.  Dave has been a representative of the IAFSM for all six annual conferences.  Dave serves as Managing Director of RIEGL UK  Ltd. in the UK and Ireland.  His responsibilities include promoting and supplying a wide range of laser scanning instruments.  Dave began his career with the North Yorkshire Police where he led the Forensic Collisions Investigation Unit.  His responsibilities included conducting complex investigations, forensic analysis mathematical modelling and detailed reconstructions into fatal, and serious injury road traffic collisions and preparation and presentation of independent expert evidence at Magistrates, Coroners and Crown Courts as appropriate.

Treasurer Position:

Ken Jones

After serving 26 years with the Portland Police Bureau, 20 in the Forensic Evidence Division as a Criminalist, Ken Jones retired and is now the Public Safety Group Customer Success Manager for Leica Geosystems.  He trains public safety forensic professionals in North America on operation and integration of 3D laser scanning hardware and software for crime scene documentation.   He additionally serves as an adjunct professor in Criminal Justice at Portland Community College instructing forensic photography.  His career in law enforcement started in 1989 as a Reserve Officer in Portland and from 1990 to 1996 he served as a uniform patrol officer.  In 1994 he was involved in a deadly force incident.   In 1996 he was promoted to the rank of Criminalist and specialized in the following areas of forensic:

  • ·         Forensic Photography
  • ·         Bloodstain Pattern Analysis
  • ·         Crime Scene Reconstruction
  • ·         3D HDS Laser Scanning

 Jones received his Bachelors of Science degree in the Administration of Justice from Portland State University.  His professional memberships are with the following organizations: IAI, IABPA, ACSR and IAFSM.   Ken has focused on developing and instructing forensic courses and has instructed 40 hour basic BPA and advanced trajectory documentation courses in Mexico for the U.S. CWAG - Alliance Partnership.   In 2012 and 2013 he instructed for DOJ / ICTAP and introduced basic BPA documentation techniques into the curriculum of the Bangladesh national police.   

 Jones retired from the Portland Police Bureau in 2015 and served in the Portland Police Reserve Unit until 2018 completing 29 years of service as a sworn police officer.

 

Director Position:
Chris Kercheval 
   

Chris Kercheval, Founder and CEO of TopKervConsulting, combines his 10 years of experience in land surveying with his love of laser scanning and education.  Chris has worked for mortgage brokers, oil and gas companies, and private land owners before moving into laser scanning where he started with the manufacturer, Zoller+Froelich in their United States office just outside of Pittsburgh, PA.  In 2016, Christopher was a representative for Z+F  when he was first introduced to the forensics conference hosted by the organization, IAFSM.  In 2018, as he was beginning his own private consulting practice, he was voted onto the Board of Directors as a Director.  As an independent consultant, Christopher has worked for clients including General Motors, General Electric, and SherwinWilliams.  Christopher has also joined USIBD where he is currently the chair of a subcommittee on Laser Scanning Hardware and working on a mission to create a standard in the industry for manufacturer-based specifications in addition to teaching a module for the IAFSM Basic Laser Scanning Certification classheld annually at the conference.  His latest achievements being nominated to the planning committee forthe 2022 IAFSM conference in conjunction with the organization, ACSR.

Asian/Pacific Representative:
Christopher Flight

Chris Flight leads as a Crime Scene Expert Manager and Trainer for Victoria Police, Australia.  Chris joined Victoria Police in 1997 and performed general police duties in and around Melbourne until 2004.  In August 2004, Chris transferred to the Victoria Police Forensic Services Centre for a career in Forensics and has been involved in many high-profile forensic investigations.  Chris’s career has progressed within the forensic environment in various roles including Crime Scene Examiner for the Major Crime Scene Unit (still a current role), Training Sergeant, Project Officer for the Chief Forensic Scientist and the Senior Sergeant in Charge of the Education and Training Group. 

Chris holds a Graduate Certificate in Public Safety (Crime Scene Investigation), a Bachelor of Science degree, a Diploma in Public Safety (Forensic Investigations) and a Diploma of Police Studies.  He is active in national forensic working groups and committees.  Chris has performed roles on the Crime Scene Proficiency Advisory Committee and Digital Image Specialist Working Group.  Both groups fall under the auspices of the Australian and New Zealand Police Advisory Agency (ANZPAA) and the National Institute of Forensic Science (NIFS). 

European Representative:
Eric Bergholz

Since 2021, Eric is established as CEO LSE Robotics GMBH, prior to this since 2009, he served as CEO of Laser Scanning Europe GmbH.  He was also a Sales Support Engineer for FARO Europe and Laserscanner IQvolution AG (2004-2005 original founder of the FARO Laser Scanner).  He served as Project Leader for different engineering offices and wrote a Thesis in 2000 on "Airborne Laser Scanning for Open Pit Mine" (Vattenfall Europe Mining AG).  He holds a Graduate Engineer in Surveying - University of Applications Science HTW from Dresden, Germany.  Eric's forensic background includes Iqvolution AG - first forensic project in Germany.  A FARO Europe sale support engineer supporting police project in Germany, Netherland, Belgium, Austria, Italy, Swizz, Poland, and Russia.  He is heavily involved at the customer side for the first forensic scanner installation from FARO at police of Netherlands in 2006.  He has supported crash and accident projects at Volkswagen and German federal road government and TUV and Dekra.  From 2009, Eric has been with Laser Scanning Europe in support of federal police, state police, secret police, military with scanner equipment and trainings.  He has also supported private investigators and presented at conferences or other group meetings.  He was a lead in government founded research project for car accidents "Visdral" in cooperation with High Computing Center - Stuttgart.  He has presented for scanning technology sessions at the University of Applied Scinece Madgeburg - Stendal.  He is the co-organizer of Bauscan conference in Germany and directs the Youtube channel: Laserscanning Europe GmbH.
